The response was immediate and comprehensive. The helpline staff listened attentively, assessed the risks, and acted in close coordination with state authorities. With the support of a women’s helpline and professional psychologists, a structured rehabilitation process began. Through guidance, safety, and encouragement, the mother gradually rebuilt trust and emotional connection. Despite ongoing challenges, the children began to respond to her touch, play, and seek comfort.
The Power of One Call: A Lifeline for Women in Azerbaijan
Domestic violence, breach of women’s rights are one of society’s most silent yet devastating realities. Behind closed doors, countless women suffer in silence - often with their children witnessing the abuse. For some, the courage to dial a single number becomes the turning point that saves their lives. According to the World Health Organization, nearly one in three women globally experiences physical or psychological violence at least once in her lifetime. In this context, hotlines have proven to be a vital mechanism for preventing violence and providing immediate support to survivors.
In Azerbaijan, the Women Helpline Service, initiated and supported by Azercell and operated by the Public Association of Social Initiatives “Ümidli Gələcək” (“Reliable Future”), serves as a crucial lifeline for women in crisis. Behind each call lies a story of fear, courage, and hope - a reminder that sometimes a single phone call can change the course of a life, as it did for Gunel and many others.
More Than a Phone Number
The Women Helpline Service is more than a phone number. It is a bridge to safety, dignity, and empowerment. Each call is treated with urgency, compassion, and confidentiality. The service provides immediate crisis response, legal and social protection, and psychological support, ensuring that women are never left alone in their struggle.
Gunel’s story is not just one woman’s journey to justice or safety - it is a testament to what coordinated action can achieve. It shows that when institutions, civil society, and communities stand together, women are empowered to reclaim their lives and rights.
Hotlines for women are recognized globally as an essential part of national protection systems. Azerbaijan’s Women Helpline Service aligns with international best practices, contributing to the country’s commitments under conventions such as the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). Notably, between January and November 2025 alone, the helpline assisted nearly 3,000 women, providing essential guidance and protection in times of crisis. Since its launch in July 2022, the service has reached over 11,000 women, highlighting its indispensable role in safeguarding lives and empowering those in need. To ensure accessibility, the helpline operates 24/7, offering professional support through the short number 116111 and across multiple channels. Calls to the short number are free of charge for Azercell subscribers. The newly launched platform, oflaynqadinlar.az, offers structured, step-by-step guidance on the actions to take in situations involving psychological, economic, or other forms of violence, in accordance with the legislation of Azerbaijan. Designed with strict anonymity and safety principles, the website can be accessed by Azercell subscribers without consuming mobile data or account balance.
